Can you see what is wrong with this ribbon rack?

Pistol and rifle markmanship ribbons in wrong spots, two national defense service ribbons; generally ribbons are out of order, and not all are navy ribbons even if he's in a navy service uniform

I am 30 years out, but that rack is not square, edges don't line up, and that trident sure seems small compared to the ones I have seen before.

He has a Silver Star but also something of a higher precedence. He is wearing two National Defense Service Medals. His rack is all screwed up and purchased from a surplus store.
