Two things stand out without consulting a awards guide to confirm the order. 1) the ribbons are not aligned; they step up and to the left (facing the picture). Two, the bronze star on the ICM should have a point facing straight upwards, not down. This is what I can tell at a glance.

the biggest thing I see is he has the SpecWar Trident and he isn't even in the Navy

It's not at all uncommon for Sailors (assuming the above-depicted turd-burglar IS a member of the Navy, or trying to impersonate one at least), especially Seabee units. Half of our battalion will deploy in-theater, and the other half will deploy to a "normal" site IOT support those forward. The next deployment, someone that was forward is now ISO, and vice versa. I have both for that exact reason.
