Can you see what is wrong with this ribbon rack?

Wow! That's a Marine Corps Class "C" blouse. While it's possible for a Marine to have been a former SEAL, it's very unlikely.
But, the ribbons are four across. They should be three across. They are not in the correct order. The Marine Corps Reserve Ribbon is ranked higher than a Silver Star! The star on the Iraq Campaign ribbon is not oriented correctly.
The gap between the pocket and the ribbon set is too large. The ribbons are not centered on the pocket.
And, lastly, if a Marine were somehow authorized to wear the SEAL "Budweiser Badge," they would have to wear the LARGE insignia in a Class C uniform. The small insignia is only for formal wear - i.e. used whenever the uniform requires mini-medals. There is no instance when the small insignia is worn with RIBBONS.

I'm thinking that the ribbons can be 4 across, I see it all the time with SNCO's, particularly GySgt and up. But I'm not entirely certain.

Yes. Rows of four can be worn if there are a large number of ribbons. I guess it just looked wrong because they're not centered.

Yes, 4 across is fine, but this guy is clearly a faker. It is not measured correctly in alignment with the pocket, 1/8" and centered, not to mention he has the wrong SEAL pin on - it would have to be the larger one. Two NDSMs? Ribbons are out of order also. WTF, over?!

Well all the ribbons are out of place and unless he served in the Navy, Army and Marines he could not get all the awards. Also if he served in that many branches then where is the Good conduct medal/s. He would have to have received at least two. This is how, if he earned them, the ribbons should look

The Trident is a miniature and they are all a mix of USN and USMC and out of order.
