Two National Defense should be one with bronze star for Desert Storm. Rifle and Pistol are always last and at left. Seal emblem is wrong size. Order of precedence is way off. From khaki uniform could be Navy but Army ribbons are not in precedence order either. Dates of ribbons (time frame alloted for award indicates a 40 year veteran without good conduct or any commendation. FMF ribbon for chaplain or corpsman takes precedence over Nat'l defense. As of 1992, when I retired, chaplains were "advised" not to wear markmanship ribbons. No indication of final status of markmanship in rifle or pistol which means ribbon worn illegally per Naval regs..

Ribbons from other services isn't necessarily a problem. What if he served in the other services and earned them while there? I had Army ribbons on my Navy uniform for that reason.

That isn't necessarily a problem. What if he served in the Army? I had Army ribbons on my Navy uniform for that reason.
