My question is if a SM is authorized to wear their NATO Ribbon and their Holland Four Day Cross Ribbon at the same time? Do they both count as foreign awards because I know you can only wear one at a time?

You are misunderstanding terms. You can only wear one foreign BADGE at a time on the right side of your dress uniform. i.e. Jump wings, GAFB, Norwegian Footmarch Badge. These fall under Chapter 9 Appendix D. Multiple decorations (ribbons or medals) can be worn in order of receipt after all other US awards. These fall under Chapter 9 Appendix E.

You can wear this ribbon once you go through your unit, requesting authorization for wear. You'll have to buy the US version of the ribbon for your rack.
