Can your Chain of command continue to prevent you from going to the board even after you’ve hit your primary zone?

Can your 1sgt and commander continue to deny your appearance to a promotion board based off of previously resolved issues or even recommend a soldier of the month board even after you’ve been a specialist since 2017. Just starting to get really demoralizing watching all my peers promote over me for issues that I had no control over and still managed to overcome them. Pretty sure new policy states once I hit my primary zone I still have to go get a board appearance. Just need some opinions or answers on this I’m so confused

You don't need opinions, you need references. The source of your answer is AR 600-8-19. Understand that "will/must" means that Commanders must perform an action and that "can/may" means that it is at the Commanders discretion. If your Command is not following the "must" do items, you should see IG.

If they have been continuously denying you a board appearance, should they not have also imposed a Bar to Reenlistment? and after 5 years time in grade +/-, separation procedures. You best answer on something like this is likely to be from SFC (Join to see) , I have read most of what he answers and this NCO is on it. Reach out to him and tell him the entire story.
