Just Reenlisted for Fort Carson for 4 years, signed contract but no orders yet. Heard Germany was open so my question is what process and how hard is it to cancel orders and get Germany for new assignment?

Has to be done through retention due to it being tied to your reenlistment. Branch cannot adjust retention requisitions. Definitely doable though.

First, if Fort Carson is the duty station of choice on your contract and you no longer desire that assignment, see your career counselor to waive your reenlistment commitment and deletion of assignment. A deletion of a retention assignment requires a 4187 endorsed through your command. Once your reenlistment assignment is deleted, contact your branch for the assignment you want now. Keep in mind there are rules that the branch must follow that differ from what retention can do. The reason retention will not entertain changing your assignment is because if every Soldier that changed their mind after they reenlisted about their location of choice, HRC retention would spend all their days trying to accommodate all the changes, it is not practical. The bottom line is see your career counselor.

I recall seeing Duty Swaps being advertised in the Army Times and always wondered how the hell that works...

Stateside swaps as I remember. Both had to be the same rank and MOS and have CoC approval for it be a go.

Change duty assignment after signing contract but no orders to station overseas, how difficult? Is this possible?

Talk to your retention NCO, it may be do-able it may not, but it's worth asking.

Call Da! Get the number for the Engineer Branch. They might say it depends on over strength verses under strength..

First, did the retention NCO say when you would be getting orders? If not then you need to contact your branch at DA and find out when they are planning on cutting your orders and giving you an assignment date. If there is still nothing in the works you should be able to renegotiate with your branch manager for the Germany slot.

He stated around July/August time frame. Now my report date isn't until June next year. I figure if I haven't been cut orders yet that I should have a chance.

Then you need to go back and talk with the retention NCO, ask them to talk with branch about changing the assignment. There will be paperwork for you to fill out, but it should only deal with going needs of the army to get that slot, and cancelling your other orders. Did you get a bonus? Because that might be specific to that assignment and may have to be paid back.
