Normally service members are entitled to consecutive overseas tour (COT) entitlements if you are currently overseas and placed on another overseas assignment. If a service member reenlist for duty station of choice, which is another overseas assignment, are they entitled to COT entitlements? In this instance the branch manager does not coordinate with the retention NCO to place the service member on assignment before retention forces the assignment.

No, it's not a COT, you don't receive COT entitlements.
Before you go thinking it's better to put in the COT, you should realize those limited numbers of requisitions are going first to people reenlisting, second to the marketplace, and third to the COT's. Requesting it through reenlistment has the highest success rate of getting the overseas assignment you want.
