I’m volunteered for a rotation with another unit and I overslept and the OIC was threatening to article 15 me but the nco I fall under on this rotation talked him out of it. I gave my nco back at my normal unit a heads up out of respect but now they are going to counsel me and potentially go for an article 15 I guess. Are they allowed to do this since I currently don’t fall under their chain of command?

Specialist, you overslept, got counseled and may get UCMJ for it. The best advice that I can give is something that an old NCO taught me thirty plus years ago as the perfect answer when you KNOW you are wrong.
"Sir, you are right, I was wrong, I regret this and I will endeavor to not allow it to happen again."
You overslept, we have all done it. Own It, and learn from it.
Someone has the authority to do it. Some battles are worth falling on your sword over. But in this case, Soldier -Up, and learn from it.
