Currently a Marine on the high 3 retirement. If i switch to the Army (inter service transfer)will i have to move to the BRS?

If you have a break in service you have one year to switch if you choose. Only the people who joined in 2018 or later were forced to BRS

You shouldn't, it depends on how much time in you actually have. If you came in after the implementation date, or the deadline, you should be good.
