What patch belonged to the task force at Guantanamo Bay from 1994-1996 as part of Operation Sea Signal?

Did anyone here happen to have served on Guantanamo Bay from 1994-1996, part of Operation Sea Signal? I'm looking for a patch that belonged to that specific Task Force. All I know is that it used to be light blue in color and had the words Sea Signal on it.
