Yes as of 1 May for SGT and SSG promotions. This is an email sent out from my leadership in March:

The effective date for this new policy is 1 May 2018. This policy effectively removes the Command List Integration (CLI) and replaces it with the Mandatory List Integration (MLI). This information is vital for my enlisted personnel in preparing Soldiers for promotion and navigating through the process. Although most of our officers are past the company command level, this information will help you better understand the process prior to assuming BDE or BN command.

It will now MANDATORY for SPCs and SGTs to appear before the promotion board when they reach their Primary Zone (PZ) date based off of their TIS/TIG (35 mo TIS/ 11 mo TIG for promotion to SGT, 71 mo TIS/ 17 mo TIG for SSG). Leadership can no longer deny a Soldier’s board appearance based on personal perception and counseling of the individual. If the individual passes the board, he or she will be placed on the Promotion Recommended List (PRL). If they are not recommended for promotion by the board, the will continue to be counseled at least quarterly until the command feels they have responded well enough to the prescribed training and development plan to appear before the board again. This process will continue until the Soldier reaches the time hack for the MLI to take effect (47 TIS / 23 TIG for SGT, 83 TIS / 23 TIG for SSG).

Commanders with Soldiers who attain MLI eligibility, but cannot pass the board and be placed on the PRL, MUST bar the soldier from continued service. Commanders will use the bar to continued service (with counseling) to identify Soldiers who have demonstrated no potential for continued service or leadership. The intent is that, with active leader involvement, no soldier will ever be automatically integrated into the promotion list. Completion of required Structured Self Development (SSD) courses will prompt an HQDA initiated bar to continued service as well. SSD 1 is required for promotion to SGT and SSD 3 for promotion to SSG. Commanders will review the bar to continued service at least every 3 months after the date of imposition and 30 days before the Soldier’s scheduled departure from the unit or separation from the service. Upon completion of each 3-month review, the unit commander will use DA Form 4856 (Developmental Counseling Form) to inform the Soldier that the bar has been reviewed and will remain in effect unless the Soldier completes the required SSD course.

ALARACT message 114/2017, AAA-294 guidance are what you need and there's a PPT about it too. Your leadership should have gone over this with you.

Roger I Understand The Point System. That’s How I Made It. Went To The Board Then To BLC And Waiting For Points Then Made The List. But then the 2 E7s told me now that it’s going back to the old way. Where if you made points and are Promotable you can pin rank and go to BLC or AlC Within 12 Months of Promotion.

I think they're wrong. Like I said this SPC that just showed up last week she is on the list for May for her MOS. But we had to wait to get her orders to have her pin on.

What old way? I don't know when they came in but when I came in you could not pin on until you made points. I came in 04. I made SGT in 06. Points were super low then. I went to WLC (as there was no NCOES requirement at the time to make SGT) in Jan 2007 after or deployment. WLC was a requirement for SSG at the time. ALC was requirement for SFC and SLC was requirement for MSG. That's the old way. For SSG I did have to wait a few months because my points shot up - and I didn't get to pin on SSG until I made points. So I'm not sure what the old way is for them. No one as long as I've been in got to pin on until they finished all requirements. I know during the height of Iraq they waived school appearances and someone could make the list and be promotable and had 12 months to get it done to stay promotable. Maybe people got to pin during that waiver period if they made points before they went to school.

As far as I understand it for SGT - you have to be boarded, then go to BLC. For SSG you have to be boarded, then can go to ALC. Everyone in their primary zone has to be boarded no matter what. If they don't, I think it takes a BN CMDR to explain why they aren't boarded.

So board - NCOES - promotion after making points. If I'm wrong someone can clarify.
