The weight of the trailer isn't allowed to be calculated into your weight. You have to weigh the truck without the trailer on it

Yes. You get an empty weight on a scale first or accept the TARE WEIGHT posted on the moving vehicle. I say WEIGH IT and get a scale ticket!
You have a max poundage. Beyond that amount, there will be no reimbursement. If you know you are over, DITY MOVE is a good plan vs government pack and move.

You have two options. If you don't plan on packing household goods inside of your vehicle, I would weigh the Uhaul empty and then full, but without the trailer and POV attached either time.

Another option, if you plan on packing household goods inside of your towed vehicle, weigh the empty Uhaul with the trailer attached and the empty vehicle loaded onto it. Then weigh all of them together fully packed.

Either way, the differences between the two weights will only be the household goods inside of the vehicle(s).

SSG(P) (Join to see) The excerpt below is from the attached link.

Privately Owned Vehicle (POV): A privately owned vehicle can be used to affect your move. If you use a travel trailer or motorhome, contact your Personal Property Shipping Office for special guidance. Any POV in tow must be disconnected prior to weighing.
