Only thing i can find in regulation is "cleaned or shined as appropriate" in the DA PAM.

Yes they do. They make a clear shoe polish that you can use. The brown they make isn't the right tone and looks bad. I use the clear polish and it works great.

It would appear they need to be polished. Regardless of regulation............ they'll need to appear in the same condition as when they were brand new out of the box. So it would depend on the shoe type you buy or are issued.
That's what it ultimately comes down to. Don't look ate up, and a shoe is one of the annoying things that can show lack of care and is in danger of high contact and scuffs with every single step.
