DOD civilians are a useful augmentation of the DOD forces, but with the extra benefits provided to DOD civilians from the union does it create an uneven playing field for Service Members. What changes would benefit the reduced DOD fiscal budget the best?

Where I worked the unions were a joke and provided no benefits to their members except for defending slackers
