You pay your GTCC bill when the bill is due even if you have not been reimbursed yet. Always remember: "Payment...is the responsibility of individual travel charge card holders."

Your travel claim reimbursement should arrive in time to pay your GTCC bill and with split-payment DFAS should send some of your travel claim payment directly to GTCC to cover the bill. However, if your travel claim is delayed or your travel claim does not cover your entire GTCC bill, then you have to pay the bill when it comes due or you could be disciplined. Additional late fees and other penalties kick in depending on how overdue your bill becomes. After 120 days they can start taking payment out of your LES.

6. What if I can't pay my bill because I haven't received my reimbursement?
Cardholders are responsible for paying their monthly billing statement in-full, excluding any disputed transactions, by the due date indicated on the statement. Unpaid accounts are considered past due at 30 days beyond the billing date, and delinquent at 60 days beyond the billing date. Cardholders are responsible for payment regardless of the status of their travel reimbursements. If your due date is approaching and you’ve yet to receive reimbursement, please contact your travel approving official immediately.

Did you choose split disbursement when you filled out your DTS? If so, they should pay it for you.
