Do military leaders have a right to be upset with the president of the United States?

As a service member, I only ask for two things from my leaders, military and civilian:
1. A clear, concise, and achievable mission statement.
2. The resources to execute #1.

All too often in my 22+ year career spanning four Presidents, one or the other was absent.

No, because the UCMJ says so.
