Do Promotions points continue after a break in service, or do i start back over at 0 with this contract?

You don't have any promotion points if you are a PV2. When you are promotable you can look at your PPW to see what you have. You will receive points based on your awards, military and civilian education, PT, shooting, and a few other things.

TIS/TIG, awards will always have point value, civilian education/ military education with will still be there. APFT and Quals is up to you to maintain current.

PS, board and Commander’s points you will have to earn as well. That will be based on your potential.

You will get credit for whatever civilian and military education you have, TIS will be calculated, TIG may or may not start back at 0. I was given credit for my IRR time as TIS for pay, but my BASD was different and was always a headache for retention. I was also a Branch transfer from Marines to Army though. SFC (Join to see) is a Career Counselor and is incredibly knowledgeable in this area.
