Do reservist get 15 points a year for participating? 15 participation points on top for the 48 and 14 pts for drill and 2 week a year ?

48 points for attending all 48 UTAs, 15 points for a 15 day AT, 15 membership points.
15 membership points mean "in good standing", if you miss too many drills, or if one or more is an unauthorized absence, the 15 membership points won't be there.
If you do no other duty that is 78 points per Retirement Year Ending (RYE).
Not the FY, the year based on the day you entered the reserves.
If you are mobilized for 275 days that is 275 points.
If you have a 21 day order for a 21 day school, 21 points, etc.

The best I've been able to push down my numbers in a given year is 92 points in the last 9 years.
I had a solider who I fell on a sword for so he could attend weekend grad school. He however still was able to give me AT days (which matters more in my book in terms of meeting mission). Basically, what I'm saying is he blew off most of drill at the cost of getting his MBA, and at the end of all the drama with higher about him being absent so much still came away with 51 points for his year.
One really has to bend over backwards to miss a good year.

Question sir, How often do the reseves deploy? I was told once every 5 years is a fair statement

Each full drill day (IDT) is 2 MUTA. So a normal weekend (or RST) is 4 MUTA x 12 months = 48 points (MAX).
AT/ADOS/ATA/RMA/EBDL/Medical appointments are 1 MUTA per day.
FY Max ATA = 12, RMA=24, EBDL=12, Medical=12 (these are submitted on 1380s- assuming Navy is similar to Army)

If you attend the minimum of all 12 drills (48 UTA) plus 14 day AT (14 UTA) and add your membership (15) will give you a good year (77 points). But realize your good year is not always the same as the FY, so you do need to review your points.
