There's room for deniability on part of the President here. The answer depends on the meaning of word "ISIS". The Islamist fighters shift back and forth across borders and conflicts. In Syria "ISIS" is probably waning after weeks of Russian and American bombings. However, that doesn't mean that the Jihad has ended.
