Do you believe that there are any organizations like the Syndicate out there in the world that people don't know of?

Hello RallyPoint, I hope you are all doing well. A topic has recently popped up in my mind, the possibility of an organization like the Syndicate existing out there in the shadows. For those who may not know, the Syndicate was an organization from the 007: James Bond series where the group was formed by all former military/special operations members that. As with any 007 movie with its cheesiness, the Syndicate was dangerous and had a huge ax to grind with the world. The Syndicate was killing MI6/CIA operatives and assets left, destroying the infrastructure and daily flow within the modern world, and terrorizing innocent people all around the world. James Bond couldn't track them down nor deal much damage to them till later on, but not till after much damage was done. Yes, typical villainy (insert Emperor Palpatine's "Yes, do bad, bad, bad, muahahaha!" joke).
My main question right now is: do you believe that there are any organizations like the Syndicate out there in the world that people don't know of?
We all know the arms smugglers of many eastern European countries are filled with former spetznas (Russian special operations forces), but from what I've seen and heard, they're mostly unorganized and only goals are to make business in their own way. They hesitate selling their ware to Islamist extremists like ISIS or Al-Qaeda due to the fact that they know that when such an organization has a nuke in their possession, they would be on the radar for the CIA/FBI and other intel and federal law enforcement agencies.
Of course, I would doubt their goals wouldn't be as cheesy as that of a typical 007/Mission Impossible antagonist (once again, insert Emperor Palpatine meme/joke), but what would a realistic goal that they would have that may harm the interest of innocent people? And what would the most likely cause of this change in their allegiance be, money, views, beliefs?
Is there a non-state group out there with capabilities that do keep our DoD/DHS executives up at night?
I know Hollywood never gets it right, but is there a possibility that there's an inkling of truth or possibility there. Either way, hope you guys are all well.

From what can be palpable, they would most likely be in normal, everyday civilian clothes. Fatigues do tend to stand out a bit in public, Sergeant Major.
