Do you believe the Major Richard Star Act needs to be passed?

If you have not heard of the Major Richard Star Act, the legislation would eliminate the offset for disabled veterans who were medically retired before completing twenty years of service. For some, this would result in a large bump in their monthly benefits. Do you believe this legislation needs to be passed? Can you elaborate on your opinion of the legislation?

The only change I might make is " combat-disabled" perhaps should be "service connected-disabled"

Why combat disabled? There are plenty of us that were never considered to be in combat mode but were wounded during fire fights. Many have never received respect for thier part.

I would only be in favor of this if it were for disabilities due to combat. Some of the offsets are negated or reduced by the V3 identifier, which is given by the Physical Evaluation Board.

Not real sure what I think of it to be honest. Most folks I know that were medically discharged are now 100% disabled anyway post discharge so there is no offset. 50% and above there is no offset.

Sir, you are incorrect. If under 20 years then you have the offset, no matter your percentage through branch of Service.

CMSgt John Owens Chief... respectfully I am not...there are two people I currently work with who were medically discharged whou have 100 percent with no offset from the VA...work with them everyday so I know it can be done. Cheers.

Lt Col Scott Shuttleworth - The issue with what you are saying is that when people sign that contract you know as well as I do there are no refusing orders despite the existing hazards. The problem with military leadership is sending junior members to perform hazardous tasks that could have been avoided with common sense. A good example of that was the burn pits. I know of someone who is rated at 100% doing all the things you mentioned with only 40% of his lung capacity and a battle with cancer because of incompetent leadership. Getting conditions rated is not some simple task where people can easily abuse the system. These are medically documented conditions.

MAJ Byron Oyler - If we want to save money, let not stop putting junior enlisted in unnecessary hazardous conditions like burn pits which was known to have profound health effects to save a buck. You want to know why there are so many disabled vets? The rating system has been vetted and scrutinized, time to look at Active duty leadership.

Anything that will help our wounded veterans I believe needs to be passed. Our government isn’t doing nearly enough for these men and women who sacrifice so much for our country. Yes, the Major Richard Star Act should and needs to be passed.

BTW it is a no cost option. Every retired member has a branch of service that has to pay dfas each month no matter if it over 20 yeaars or under 20 years . If under 20 years then your money goes into the DFAS account, and goes back to Your Branch at end of FY. Part of end of year money.

No, based on the state I live in the Disabled Vet doesn't pay property tax nor tax on the disability check.

My CRSC pay after 18+ years is peanuts compared to the 100% from the VA. Seems like if would have had the same damage after 6 months of active service instead of 18 years the pay is roughly the same.

This is like a similar debate during the ‘80s when the Armed Forces had issues with different identity of ranks; such as, E-4 and SP 4 to E-7 & SP 7. Why have the same ranks, is it because of more pay? I realized back then, no. So, this Combat-Disabled Act? What is the difference of what Veterans Affair recognizes Service-Connected and created a policy that would meet the compliance of being awarded as a Retiree/Veteran and/or Disabled Veteran they meet the compliance of the policy.
