Do you consider CPL's to be in the "E4 Mafia"?

I know pay grade they're the same, SPC/CPL but would consider a CPL to be in the "E4 Mafia"? I mean the essence of being in the Mafia is being able to sham out at an expert level, evading details or watching privates perform in those details while you do nothing. My Batallion CSM recently went on in a speech to say that these CPLs are junior NonCommissioned Officers, which is true, and that they should be starting to set themselves apart from the other lower enlisted to prepare themselves for the next rank. A valid point, no argument there. So I would say that we sham shields should be able to kick them out of the Mafia.
