While there are instances that you can have distracted leadership, it takes all involved to ensure administration works smoothly and efficiently.

How involved were you in this process? Did you turn in your documents to the orderly room and not follow up, did you ask the Platoon (or Squad Leader/Section) Sergeant, how often did you ask the 1SG? and yes, you know I'm gonna ask you....did you bring it to your CSM?

When we consider our own personal duty, we all share the individual blame when our administrative actions are allowed to go stagnant.
