MCPO Roger Collins - Note my addition of the "s" on the end of the word "languages"; hence, all of them. We are the people who didn't learn their languages.

Thank you for the link. I live in California, and there are a lot of immigrants that don't understand English though they've been in the country 10 plus years. I'm assuming they have Resident Alien status, which must not require learning English.

LTC Kevin B. - Actually, when my wife became a naturalized, and she had do do a verbal ENG test....but she had two masters and now PhD...The INS officer asked her to describe if she likes house cleaning. She had to be told to stop because she was worried. Never confuse an accent for language ability. I have learned more about ENG from her than anyone. (It is very embarrassing for a native to be corrected by a naturalized American who seems to be always correct.) I do not know about the waivers.

It will always create a better economic outcome. Yes, it is better they speak English and helps them become a success in an ENG speaking country.
