Do you receive a bonus for voluntary reclassification?

MILPER Message 17-162 states soldiers in the following MOS/skill level (15P1 my MOS) are highly encouraged to submit voluntary reclassification requests if not in renlistment window .my question is do you receive the bonus to the MOS you voluntarily reclass to?

No, not for a voluntary reclassification, unless the MOS is in the MOS Conversion Program (currently only 79R).
You can qualify for a Tier 3 or higher bonus if you change your MOS while in your reenlistment opportunity window (15-months from ETS) when reenlisting for Option 3 (Army Training) for three or more years.

Yes you do after you are MOS-Q. Meaning once you complete AIT for new MOS. That goes for any MOS Reclass if there is a bonus available

This is not accurate...you only get a retention bonus if you reenlist for training (within reenlistment opportunity window); not reclassification (outside reenlistment opportunity window).
