Like so many things, I don't believe Obama was dumb enough to actually order it, at least to begin with. I do believe that he fostered a culture where those that supported him believed that they would be rewarded politically for acting on their own initiative.
The president doesn't have to say "you, go punch that guy in the face." He only had to say "I'd love to see that guy get punched in the face" and it will happen, and he will have not ordered it.

The sad part of all this is the anger rising up in so many. People no longer want to get to the facts instead it is about making someone pay. Under Obama, the anger grew stronger and stronger and then under Trump, the other sides anger has grown stronger and stronger.

It has been shown in the evidence that has already been uncovered that Barack Obama and his administration has definitely conducted activities that would have put anyone else in Leavenworth. However, every time anyone questioned his actions, he pulled his 'race card' on them and called them a 'racist' to shut them up.
