Do you think President Obama could have ordered (covertly or overtly) wire-tapping of then President-Elect Trump?

We are all human and capable of anything, but what is probable? Between Obama and trump based on consistancy of character and fact checking , I believe it more likely that Trump would be more apt to cheat, lie or steal.

Funny thing about the Obama administration, he didn't have to "give" authorization when his underlings already had the cultural mindset to just do it, confident they were doing what was desired.
