Do you think some Soldiers get promoted when they don't deserve it or haven't earned it? Why? What should be done to prevent this?

I was thanking more along the lines of things like NCOERs and counseling's. Often times, I do not think that Soldiers get properly counseled and this creates as a very big cause and effect. If you don't think a Soldier deserves to get promoted, counsel him/her...mentor the Soldier and groom them for the promotion. Then as NCOs, be honest on the NCOERs you write, counsel the NCO, mentor him and groom him. I think sometimes this is a step that is often skipped and then someone is promoted prematurely. It is that moment where everyone is talking about someone getting promoted who shouldn't have. It is about taking personal responsibility for your soldiers and properly preparing them for the next step.

I couldn't have said it better, MSG. I believe it's even more important in the Guard, where it's a paper board to E-5, and that "E-4 eval" is based off your counselings.

Yes of course and Apathy of supervisors and senior leaders is the causation in 100% of the cases I've seen personally

As far as E6 and below, I thinks its fine, the battalion CSM controls the culture on that, but senior boards, I think names should be blanked out when tallying points, except of course for the DA photo
