Do you think the Army's new NCOER is going to allow for better ratings and promotions?

Well 1SG, I was just going to post on this as we had a Professional Development session today that discussed the new profiling system. I am unsure on just how it will work out. I mean, in theory it should show centralized boards who really is the "most qualified" individuals. I have a deep fear that the highly qualified rating will become what is now the 1/1 blocks and some NCOs each year will get that most qualified rating right before a board to hopefully push their records to the top. I think the 24% is too low, just looking at the amount of NCOs in the Army. I think the biggest challenge the NCO corps has to face is being able to articulate on the evaluation. Even now if an NCO receives senior rater comments from the red spiral book from the PX the board can differentiate between well worded, genuine bullets that individualize the NCO. Also some NCOs will have to face a harsh reality that they really are just meeting the standard- which don't get me wrong is perfectly acceptable. But just meeting the standard does not make you the best NCO. Many do not understand that 3 blocks on the current evaluation are not bad blocks- they depict someone that meets Army standard and demonstrates promotion potential should sufficient allocations allow it. Over the years many of us have been over inflated and receive excellence that are really successes, among the best that are really fully capable, and 1/1 that are really 2's and 3's. It will take some time and have growing pains but in a few years it will really put the ones with true potential where they should be- and maybe we can stop looking left and right thinking "Did that guy/gal really make it?"
