Do you think unit specific standards hamper the abilities of NCOs?

So your walking to the PX or Shoppette, what have you... when you notice a Soldier wearing a clothing item that your brigade has limited the use to battalion area only, you don't recognize that soldier from your unit, what do you do?  I am always correcting defects in Soldiers where ever I go but when Brigades put out their own limitations it's hard to know what right looks like if units change the regulations for common inter unit areas.  What should be done about it?
