So I’m currently an E-4 in the Army looking to switch into the Air Force. I talked to the recruiter and he emailed me a DD368 with instructions however it says that section 2 of the form must be filled out by the first O-5 in my chain of command. But I’m reading everywhere else it has to be at the division level? I would appreciate any help towards this and the DD368 in general. Thank you in advance

Sorry, that's not a thing with active duty. There are no conditional releases for active duty, especially to join another branch. Those are used to be released from the reserves for the most part. In order to join any other branch or component - AF, USMC, USAR, NG, etc - you must first ETS. You can work with a recruiter before then, but you have to ETS and you won't be released early.
You can look in AR 635-200 for all the reasons to be separated, from ETS to misconduct to education. You won't find that the Active Army authorizes being released to other branches.

It's not about special cases, there's simply no authority to do it. There's no policy that allows it.
Sorry, in a time when all the services are trying to expand and the Army recruiting isn't making its mission, they are not trying to let you go early.
What the AF can do is work with you while you're getting ready to ETS.
There is no conditional release for Army.
Not saying recruiters lie, but.... Sometimes the facts don't support their statements.

I believe the first O-5 is sufficient, according to my experience with the subject. The recruiter tried to tell me it had to be signed by the first General in my chain, but that was incorrect.
