I'm looking to work on a offshore oil rig but can't seem to find clear paths to take or who to talk to in this industry. Every where i look they seem to want 1+ years but I have no idea where to start?

It's Battlefields to Oilfields, run by PECSafety (http://battlefieldstooilfields.com). It is still up and running, but not the robust 28-day program it was in its first year. It is still worth looking into, but my recc is to apply direct for those types of roles with either a major like us or through rigzone.com, test with us when we are at a nearby base for a military career fair, or check out a Process Technician 2-year degree program. You should have the GI Bill cover your costs, and you can intern after your first year with us in an offshore role (if you apply and are offered the role). In my opinion, this is perhaps the highest chance you have of landing an offshore role with a major in the Oil & Gas industry, and have a long, lucrative career (not to mention 2 weeks off every month to do cool stuff with those earnings).

I'd also like to loop in Sgt Robert Suarez who recruits for Tesoro. His open jobs are posted on the RP career corner. He will also be able to tell you if they have any offshore positions.

Not offshore rig, but a few months ago, I was told about the Bonneville Power Administration's veterans outreach efforts. BPA is a DOE agency in the Northwest that maintains the grid and power marketing from federal dams in that region. Among other jobs, they recruit linemen to maintain the transmission lines. If I was young and looking for exciting outdoor work, that would be attractive.
