Does any one know how long it takes for hrc to process an exception to policy promotion for SGT (E-5) ?

When you are the guy waiting on it, not soon enough. I would give it a week after the holiday, then follow up with your S1.

SPC (Join to see) no, it means they removed the ETP and everyone has to attend BLC. The only people getting a pass on BLC are SFAB and Ranger School graduates.
I don't when the MILPER message goes into effect. You might want to get on HRC and find it to see if you're still eligible for the ETP and for how long.

It is still valid according to my career counselor. I’m only asking because I was told wait on orders before i reup. Mind you I’m also at an outstation down range and it’s really hard to find out anything.

SPC (Join to see) it's your career and your money, you might want to double check that. You're going to be waiting a while anyway because the bonus for your MOS doesn't change until the 15th of January. Even if it doesn't get processed in time, the difference between the E4 and E5 bonus isn't all that substantial

Your reference is Milper 19-332 dated 16 Oct 2019. Formerly the unit would request the ETP promotion for deployed Soldiers who lacked the required PME for promotion, however, nowadays HRC identifies those promotable Soldiers who are on deployment and HRC creates a separate (higher than the regular) cut-off score for those ETP deployed Soldiers. A by-name list should accompany it and your Brigade S1 can publish the promotion orders in accordance with the Milper ETP.
Note that the last month for this ETP for deployed Soldiers is going to be April 2020 for the time being. Because this recent Covid-19 public health crisis has created so many course cancellations there is a new ETP for promotions that will be in effect for May 2020 where the PME requirement is waived for ALL otherwise promotable Soldiers. Those Soldiers promoted without the required PME will be first in line for the next round of courses.

I've seen it take 6 weeks or 4 months. Not sure the deployment ETP for NCOPDS is still active though.
