Does anybody know about the TERA Retirement?

Before I retired an NCO I supervised was worried about QSP. Our BDE Retention NCO was under informed about the TERA policy and we ended up looking it up. From my understanding, TERA is being offered to those who are forced out due to QSP who will be between 15 and 20 years on the required discharge date from the QSP notification. (maybe not QMP you will have to look that up. The TERA retirement worked on a 2.5% per year of service basis and served to save a small percentage of lifetime payment to the NCO while also recognizing the NCO served as a career NCO but had stagnated and didn't have potential for promotion. That's the reason I don't know if the QMP is included because it is a more severe look at derogatory info instead of a judgment that the NCO was stagnated and met their full potential already. Of course that was a couple years ago so the info, and the interpretation I had of that info could be really old by now.
