Does anybody know who I can talk to about re-characterization of my discharge by the PDBR from severance to Retired (permanent disabled)?

I am curious about my VA disability rating since the Army is changing my discharge from 0% to 50% and backdating it to 2005. Then in 2005 when I went to the VA I was given a 70% VA rating (payed back the severance check over a few years already) so I am wondering if this chain of events could change my rating to probably 100% now since I was just approved 80% disability rating from the VA as of a couple weeks ago.
