We found this flag/banner in my grandfather's attic and have no clue what it is. He was in the Army during Vietnam and served as a medic in Germany as well. Any clue as to what this flag is and it's meaning?

This is pretty close. Too close to not be related. Maybe a good place to start researching.

What is going on with the bottom left on the red border? is it just see through? Looks like a pattern.

That is a WWI Liberty Loan Flag. Yours is a 4th loan flag. Basically if a business or municipality met its quota for 4th Liberty Loan, they would receive a flag. Kind of a novel idea, borrowing money that the govt planed to repay to fight a war...

I've seen these, but its been several years. Last one I saw was in an American Legion in a display case.
