Thank you, sir. My next question is how to get a spot. I was on the wait list in ATRRS and it never rolled into a reservation, so I am still trying to get in.

Check with your schools NCO. S/he should be able to get you an update of what happened and or the next step to get you in the school.

None at all. A little tougher if you are in the Reserve component, but not impossible. I was in the 80th Division when it was an Institutional Training unit. As an IT unit, it was composed of high speed Drill Sergeant non-coms and mostly company grade officers. When units got stateside training mobilizations for a year or more, a few Soldiers were allowed to attend Hooah schools to earn their jump wings. Outside of one of these opportunities, I would recommend that you stay fit, do your best work as an officer, and let people know that you really want that school. Persistence pays off!

Does anyone know if there are rank restrictions for officers attending Air Assault school?

No restrictions but you rarely see a SGM/CW4/COL or higher in the course

You can look on the ATRRS course catalog and see any age/rank or other restrictions for Army courses, as well as any prerequisites.

Your BN/BDE should be able to answer your question since they have visibility of slots. It is not easy as jumping on ATRRS. It is typically held as an incentive for SMs who are top performers or BWC winners. I heard of AGRs getting on as a walk-in while using their leave days since it is hard to get a slow unless you are in a PSYOPS or a similar unit.
