Does anyone know the specific reason(s) why Majors (O4) are no longer eligible for Veterans' Preference points for hiring?

I'm O3(P), will likely be O4 after this 3rd year of contiguous active duty service, the service milestone I needed to cross and would have been eligible for Veterans' Preference. I received information that I would be eligible if I was promoted and Now I'm trying to verify this information. Unfortunately, the "VetGuide" page (https://www.fedshirevets.gov/hire/hrp/vetguide/index.aspx) on FedsHireVets.gov website appears to be down for the past several weeks.

I've been a federal employee and in my years of experience, the only way you will know is when your specific situation has been evaluated by HR for a specific position. There are many variables outside of this one issue that directly affect whether you can/will be hired for a specific job. Essentially, until you receive the hiring approval, "it ain't done" and they will not tell you anything until they're done. In the meantime, DOL's Vet Pref Advisor may help you. Check out this link:

Would you like to determine if you would get veterans' preference when applying for jobs that offer it, such as federal jobs. Try the Dept of Labor's Veterans' Preference Advisor. It is a simple app that asks you about your active military discharge, disability, etc to determine if you get 0, 5, or 10 points added to your hiring score. If you are in the 10 point range, your application goes to the top of the list.

Rgr, thanks, I did get to the OPM website finally. Still not allot of clarity on whether or not I'll get Vet's Pref due to my promotion next year.
