This information (USA EFF IMP STDS FLD ACT FC) came from a Service Member's DD214 and was at Fort McClellan between at least 1996-2000. SM does not recall what it stands for.
This came from Block 8a: Last Duty Assignment.

FC probably stands for Finance Corps, or FORSCOM, sometimes the FC is shown at the end of the name for units. FLD ACT probably stands for Field Activities.
From the history of Ft McClellan :
At the time of closure, Fort McClellan was home to the U.S. Army Chemical School, the U.S. Army Military Police School, the Training Brigade, and the Department of Defense Polygraph Institute.
So, it's probably one of those sub units
