Does anyone know which medal this is in the middle?

My uncle was a Captain in the Navy and was awarded three medals during his career. I know the one on the left to be the National Defense medal and the one on the right is the Expert Pistol Shot, but does anyone recognize the one in the middle? I can’t seem to find it in any list of Navy medals.

Specifically, the 1st award should have a bronze hourglass for 10 years. The second award would be for 20 years represented by a silver hourglass. The third award would bear a gold hourglass for 30 years.
It does look like an "X" device. The medal in the picture is missing the device.
