Does high year tenure (HYT) get re-calculated for prior service members returning to active duty?

I did 6 years active and got out as an E-5. I may have to come back in as an E-3 in a different rate, but I'm worried about high year tenure (HYT). The HYT gate for E-3 is 6 years... So does that mean I can't re-enlist as an E-3, or does my previous TIS somehow get recalculated when I return to active duty to reflect my administrative reduction in rank? Even if I got some kind of waiver to re-enlist as E-3 beyond my HYT gate, I'd basically have to get promoted the first time up for every rank after for my entire time in the Navy just to avoid those ranks' HYT gates... Reading through Rallypoint, it looks like plenty of prior service guys have successful careers when returning to AD, but I'd like to know how they managed to dodge HYT (or RCP in the Army).

Your TIS does not get recalculated. You’ll always have those six years credit towards an active duty retirement. If you’re brought back in with a waiver then you’ll have to overcome that. Other people are successful because they didn’t get knocked down to E3 coming back in. If you joined the Army you would join as an E5
You do not dodge anything. Even with a waiver the military determines your ability to attain the appropriate grade to reach retirement eligeability. Getting promoted is not automatic after E4, but the NCO grades are attainable. The fact that you are a former NCO reflects your ability to lead. The challenge is yours and yours alone, you are automatically accepting the mantle of leadership, get your head in the game and you will do well.
Are you coming back as an IS? Promotion is automatic to E4 once complete with A school for new accessions, I'm not sure how it is for people who get out and come back in. HYT waivers are becoming more common in the navy, so there is a good chance you can get one approved.
If you are coming into another rate, hopefully it is an open rate that has good promotion opportunity. Check out the community manager page for your rate to see the health of the rates your are considering.
