Does the ABCP timeline have to be followed closely?

I have a soldier who failed h/w and tape a month ago. SM was never counseled by command and a flag was never initiated. Can the command still back date everything and enroll the SM into ABCP or is the SM clear until the next time?

There is no "get out of standards free" card due to a late counseling and late flag.
The DA 5500 has two signatures and a date on it.
The counseling will be dated the date the counseling happens.
When the flag goes up, the effective date will be the same date as the DA 5500.

I know 600-9 says 3 days to initiate flag and 2 days after to counsel. This is the timeline I'm referring to

You cannot backdate the counseling. You can, however, use the dates in the body of the counseling. So, what ever date you will conduct the counseling, that is the date you will use on the form. Now, in the body of the discussion, you can use the date of failure in this manner: "PVT Snuffy, you failed to achieve passing standards for the unit HT/WT that was conducted on (insert date). I am recommending to the Command that you be placed on the Unit Remedial PRT Program and to be Flagged." Obviously, go further in depth. Then, take that counseling and run it up to the Unit Command Team thru your Platoon Command Team.
