Does the Servicememebers Civil Relief Act cover rental rate increases of more than 6%?

My unit is mobilizing for a year-long deployment and my apartment lease is up for renewal a few months after we deploy. I do plan to re-new, but given the rental rate swings which in my region (coastal South Carolina) have recently been upwards of 8%+. Would anyone know if apartment rental rate increases fall under the same provisions of the Servicemembers Civil Relief Act? A few people I've inquired with were unsure and were going to look into it.
