Couldn't find the regulation but the pictures at the following web page indicates that it would be a numeral.

SSG, on this page the Wisconsin Service Ribbon has the numeral. The Wisconsin Emergency Ribbon does not have the numeral.

Ask your unit admin NCO for a digital copy of your state awards manual. I have one for IL that I keep in my email and on my devices for questions like these.
