What is wrong with this General's uniform? Can you see the errors? Is he really an officer?

Stolen honor is a serious offense and I am not making light of it, but this guy is shameless!!

He resembles what General Custer would have looked like if allowed to stay in and make rank. Maybe gain a few pounds.
