Experience vs Work Ethic: Which one is more important in an E-4 and below?

A strong worker or someone who has held the rank longer? Say you have a team leader slot open and you have a SPC who has showed no real leadership or even in depth job knowledge vs a PFC who has stepped up to not only lead their peers but seek knowledge from the supporting jobs surrounding their job to further themselves in their mission and ability to troubleshoot problems that arise to at least complete the current mission. Do you as a leader stay with rank and give the team leader to the almost unless unwilling to learn SPC or the overly high speed PFC who has proven themselves time and time again?

It depends on the mission and intent. The Spc might get it if I want to observe how he will accomplish or fail the task. If he is willing to ask for help if needed. If he puts all the wait on his shoulders or tries to get everybody involved. The pic might get if I need it done right, right now. You still have to train and mentor everybody.

The SPC will take the team leader slot while the PFC continues to be "high speed" as he should be to begin with. When the PFC get his SPC then yall can do the debate.

What is that SPC doing to deserve the position? Absolutely nothing, and therefore the PFC who is busting his ass to accomplish the mission, and gain knowledge should have the job. E1-E4 are all the same when it boils down to it, the only time there is a slight difference is when an E4 has deployed and shows a greater knowledge of his job.

SFC (Join to see) - a private busting his ass is a private doing his job. If that PFC "deserves" the slot then push up a promotion waiver for him because he "deserves" it but a spec4 standing at parade rest for a private is probably every privates dream.

So then that SPC who does not do the job correctly, take his team to combat and gets somebody killed. That would usually be the high speed PFC.
A privates job is to do as he is told, not be high speed. If the kid has some common sense, and knowledge he will continue to grow in a leadership position, while the SPC who sucks should just get out.
When does anybody stand at parade rest for a SPC? That is for NCOs, unless directed by higher due to lack of discipline. So if that SPC is standing at parade rest for a PFC, it just further shows a lack of discipline.

I have no idea where you're taking this but refer back to what Ive been saying, if the private is soooo high speed then give him that battlefield promotion already holy smokes!
