Fake CSM selling to veterans in El Paso... how do we protect people from this business?

COL Sam Russell Has brought to my attention that there is a Poser in the mists of El Paso!!! Ofelia Webb whom works as a manager of Omni Military Loans claims to be a Ret. CSM. This MAY have been true if and only if CSM Ofelia Webb wasn't reduced in rank and sentenced to confinement after found guilty at her court martial (in which Col Russell and myself both attended) She was forced to retire as a SSG after found guilty in a extortion ring while she was in command of the 94th Brigade Support Battalion at FOB Rustimiyah Iraq during our rotation 07-09. Please help us bust her out and hold her accountable for her actions!!!!
In a "mission statement" on her Branches website she states:
“As a member of the Omni team, I understand military culture and realize the importance of not only establishing, but maintaining a relationship of trust and care with our customers.” -Ofelia Webb
I found that pretty knee Slapping Ironic! Please help us bust her out!

The general manager at Omni Financial Military Loans, Ms. Webb is claiming to be a retired Command Sergeant Major on the companies official web page. Here is the link. https://www.omnimilitaryloans.com/location/el-paso-tx/
What you will find in this link is that this person is not a retired CSM and was actually reduced in rank to SSG and forced to retire after being found guilty of several charges to include abusing her command authority and running an extortion ring on the military base in Iraq. It is not doubt she is using her claim as a "retired CSM" to gain the trust of local service members in need of financial assistance. I think this is something that should be investigated and aggressively confronted. Ms. Webb should be afforded the opportunity to defend her claims on camera and explain her quote “As a member of the Omni team, I understand military culture and realize the importance of not only establishing, but maintaining a relationship of trust and care with our customers.”

We all know that Omni is a shady business as it is, but if she is just a manager then she is just an employee and nothing we can really do about it. It's up to the institution to employ her and I am pretty confident they like her saying that she is a retired CSM.
I'd file a complaint with the BBB although they probably aren't a member.
File a complaint with the city business license issuing authority, although there probably won't be disciplinary action it will be part of public record.
Protest outside the establishment on public property. Speak to law enforcement and make them aware of your plans to do so and they can give you guidance on authorized place to protest.
Write a letter to the owner and the franchise.

One cannot use one's military position for commercial business practices. The local JAG can address it.

As I understand it, that only applies while still active or if the employment is linked to your previous military position (i.e. recommended company XYZ be awarded contract 123) and then retire and get hired by that company.
