What does special case review mean on the current status of a FED REC for a CW4 promotion?

Mine finally changed back to P22-23 30 days in DOD approval cycle. Originally I was on P13 so who knows what happened.

The promotion order is published? This is the email I sent to OPM this morning...maybe I'm going over board.

If, I could ask the HRP-C Branch Chief a few questions, it would be the following…
1. What is being reviewed that has not been covered in my 2017-2018 FED REC promotion to CW3, or my security clearance renewal in 2022?
2. What is the Special Case review process? Where is my packet in the process?
3. Does my packet begin scrolling after the Special Review, or is my packet scrolling while the review is ongoing?
In having discussions with other Warrant Officers in the same situation, it has taken between 90-100 days for Special Case Reviews to process.
I am beginning the third month, so hopefully, I am nearing the end.
However, any information would be of great value.

CW4 (Join to see) - Did anyone ever get those answers? I am in my second month of Special Case Review with no answers. My BDE S1 contacted NGB and they said "they don't know anything."

CW4 (Join to see) - Did you case ever get resolution? If so, how did it play out? Curious, since I'm in the same boat with this. Very frustrating, not really transparent.

CPT (Join to see) mine ended up with my name and rank on the wrong scroll with the promotion to CW4 again. It’s supposed to be fixed, so I changed from special case review back to being on a scroll that counted down to 80 days. Then with the mistake, I’m back in special case review status. I’ve been told once this is all said and done my date of rank will be 9 June 2023. We’ll see how this plays out.

MAJ (Join to see) yes, mine finally went through. It took a little bit longer than expected. Mine was a result of the wrong rank going on the scroll.

I have the same thing, no idea what it means. They are sitting in this status, I was assigned a P13-23 a month ago then this popped up.

This is what my State's OPM sent me. Evidently, on 28 FEB 2023 my post screening was denied and moved to special case review. It hasn't moved since that date, or the G-1 website has not been updated since then. This is incredibly frustrating as I have been through the FED REC process twice as a warrant officer. If anyone has insight let me know.
