For joint service transcript how do I go about turning those hrs into points?

I’ve heard you have to enroll in a college and they will be able to certified those hrs or some into promotion points, but is there any other way?

No, there is not. You're trying to get points for civilian education. You need to be enrolled in a civilian education program. If you're an 88M you're going to want to be enrolled in college and finishing your degree once you're competing for E7 in just a few years
You may want to look at Park University, UTEP, and/or University of Maryland University College (UMUC is online and relatively favorable to military members - generally speaking, Soldiers have been able to continue / complete courses almost anywhere in the world, to include deployments). I am not specifically endorsing any of these institutions, just the first two are local (and may be easier to navigate getting enrolled and having your service evaluated) and the third I know of by reputations.
Regardless of what school you choose, they will do an evaluation of your service record and provide you with a list of credits they will give you for that service. Not all colleges view all things the same, and not all credits will transfer from one college to another. Most colleges will NOT do an evaluation until you have applied and enrolled (i.e. paid them some money). Bear all of this in mind when choosing a school - will you have to transfer later, or will you be able to complete your degree with that school? This is one of the reasons I mentioned UMUC.
(I also STRONGLY recommend against University of Phoenix. I have no personal knowledge or experience with them, but everything I have HEARD has been bad.)
Once you chose your school, apply, enroll, and give them your service records. They will decide what courses to give you credit for. Evaluate those credits very carefully, and see what you can make fit where in the course of degree completion. The goal here should NOT be just to get college credits on record for promotion points - START WORKING TOWARDS THAT DEGREE.
Most schools will negotiate with you toward degree completion. As an example, for my Bachelor's degree, I needed a 101 level social science course - Psych 101, Soc 101, etc. I didn't have any of those. But I DID have an APPLIED Psychology credit from my human intelligence training. My academic advisor agreed that an applied psych course should be able to substitute for an INTRO to psych course. She petitioned the Psych department chair, then my department's dean, then the dean of students, all of whom blessed off. If you can demonstrate why an existing course can and should fill another requirement, most of the time it will be allowed.
